TESCO Megashed - Highways Measures

Hampshire County Council has negotiated a package of measures and legally enforceable controls with the developer on this development which removes any objection from the County Council on highway grounds.

It commits the developer to;

Fully fund improvements to the 100 Acre Corner junction at a cost of some £7,000,000.

£2,000,000 contribution towards other off site improvements - developed and implemented in accordance with the Andover Town Access Plan.

At the developers expense a Automatic Number Plate Recognition (ANPR) linked to the County Councils own system to ensure that lorries leaving the site will only use the designated routes. There will be a financial penalty of £500 for each and every transgression. There are 5 'barred' routes - the barred routes are Monxton Rd HGV'S + cars (other than cars from Monxton Grateley and Amport), A342, A343, A3057 and Weyhill Rd into Andover these all being barred for HGV'S except Local Deliveries. If there are just 2 transgressions on each route per day this will result in a £1,825,000 fine over a year.

Finally a comprehensive Travel Plan will be developed and applied to the site. A performance surety of circa £425,000 will be lodged with the County to ensure that it operates as required.

The Highways Authority believes this is excellent package of measures, over and above anything they have managed to achieve for other similar types of development in the county. It will not only protect the County Councils position as Highway Authority but will bring forward a number of improvements to the highway and traffic network which will benefit the general public. The county council have submitted a response to TVBC outlining the terms of the CC's case and raising no objections subject to legal agreements to secure all of the above.
