I would like to thank every one who has helped during this Hampshire County Council election campaign. A huge amount has been achieved by a core group of people over the past few weeks and there is plenty to build on for the future. The were lots of issues that were outside of our control, the MPs expenses scandal, the economy and despite our efforts it appears a very disillusioned electorate have ignored all the positive reasons why they should vote Liberal Democrat. Preferring to kick the Labour party were it hurts, in the ballot box as their vote has collapsed. Like the Tories in 1997 the Labour Government is in its death throes and the country wants change. Its time for a General Election. My congratulations to Pam Mutton on her success I am sure she will enjoy representing the Andover North Division in Winchester as I have done.

Cllr Robin Hughes said " I welcome the admission by Cllr Kirk that Hampshire Conservatives are committed to increasing the council tax by the same level next year as they have this year." "Council tax is an unfair tax that hits those on fixed incomes most unfairly. Given these difficult economic times Hampshire should give back a little of the money it has over charged Hampshire residents for the past three years."

In January 2009 Andover North Division County Councillor Robin Hughes applied for Picket Piece to be included in the VILLAGE 30 - SPEED LIMITS INITIATIVE. The application has the support of the three Lib Dem St Mary's Ward councillors Rod Bailey, Donald MacDonald and Mike McGarry. On the 13th March 2009 Cllr Hughes attended a meeting in Picket Piece with officers from Mott Gifford to take the scheme forward. Describing the meeting a success Cllr Hughes said, "A Village 30 mph speed limit scheme will be developed for the village. Subject to consultations with the local police, no public objections a new 30 mph speed limit for Picket Piece could be implemented within the next 12 months.

Lib Dem County Councillors have committed to freeze council tax if they win control of the County Council on June 4th. "When times are hard, the county council shouldn't be increasing council tax unless it's unavoidable," commented leading Lib Dem County Councillor Robin Hughes."With the huge reserves that the council have stashed away and the low rate of inflation, there's no need to put up the County's Council Tax this year or next year. The Conservatives always hike up council tax the year after an election." It's time for a change. Tory run Hampshire County Council has put £83 million in extra reserves since 2006. This money could be used to improve services and freeze council tax in the current difficult times, rather than sit in the bank.

Council tax-payers across Hampshire will be overcharged again this year as Hampshire Conservatives reject Liberal Democrat proposals. To give people back the money they've been overcharged by the Tories. By both improving services and having a zero council tax increase. County Councillor Robin Hughes said," Council tax is a unfair tax that hits those on fixed incomes most unfairly. Given the current credit crunch Hampshire should have given back a little of the money it has overcharged in the last three years and stashed away in the bank".

St Marys Liberal Democrats led by County Councillor Robin Hughes have been out in the ward delivering free "Twenty's plenty" A4 stickers to support residents campaign to reduce driving speeds in the ward. The Lib Dems " Twenty's plenty" campaign started in Smannell where every house was supplied with a bin sticker to support the need for mandatory reductions in residential areas where children play. The first campaign and sticker drop took place in Walled Meadow and Lib Dem Councillors and FOCUS team will be monitoring the opportunities for MANDATORY speed limits of 20 mph in other parts of the ward. Councillor Robin Hughes said " I delighted residents of Walled Meadow want a mandatory 20mph speed limit. Unlike the Tory scheme which is not enforceable in law and which schools had to pay for the signs themselves despite having £180 million in reserves and balances. Our scheme is MANDATORY and will mean children can play safely.

In August last year the county council advised Cllr Robin Hughes that they would get the faded 'T' parking bay markings repainted in all of King Arthur's Way jog finished with a period of 6 to 8 weeks. In October and November Cllr Hughes reminded the county council that they had still not completed the job. Then again on January 2nd 2009 the county council was asked, "Why is it taking so long for the repainting work to be done?" The surprising reason was that the contractor submitted an invoice for completing just 20% of the work. This invoice was paid and the works order considered complete. Highways officers has confirmed that a new works order has been raised with the contractor to do as a matter of urgency. Cllr Hughes will be keeping a watching brief on progress.

Last November Cllr Robin Hughes gave his full backing to the road safety campaign voiced by the Hustbourne Tarrant Parish Council. Cllr Hughes wrote to both the Cabinet member for the Environment and Leader of the County Council so they are both fully informed of the parish councils concerns. Cllr Hughes can confirm that a site meeting took place in December and highways officers have now drawn up the proposals for improvements. When agreed with the parish council Hampshire Highways will arrange the works to be ordered. Cllr Hughes has a copy of the proposed plans which aim to improve pedestrian safety in the vicinity of the A343.

Cllr Robin Hughes is backing road safety in Hurstbourne Tarrant, Tangley and Vernham Dean Parish councils with a cheque for £2983. Attending with Sir George Young MP on the 7th November 2008, the official "opening" event to formally launch the speed limit reminder device. Cllr Hughes presented his cheque for £2983 to representatives from the parish councils. Cllr Robin Hughes said, " I am more than happy to support and back this unique safety partnership that has been formed between the parishes of Hurstbourne Tarrant, Tangley and Vernham Dean. To that end I have decided to give almost 30% of my £10000 devolved grant scheme fund to the partnership. This covers the cost of the speed limit reminder device and gives the partnership the option of purchasing a second device."

Hurstbourne Tarrant Parish council has received the full support of Andover North County Councillor Robin Hughes after expressing their dissatisfaction with the lack of progress to address their concerns on the safer route to school. The parish council identified five main issues that they regard need urgent attention. Cllr Robin Hughes said, "I share the concerns of the parish council who quite properly state on behalf of their community, that are not are prepared to wait for a serious accident or fatality to occur before funding and action is taken. The road safety campaign voiced by the Parish Council has my full backing" Cllr Hughes has spoken to several county officers who have confirmed that resources have been diverted to attend to road safety matters following tragic accidents and fatalities on the A326. This has had a knock on impact for the measures at Hurstbourne Tarrant which have been delayed. Cllr Hughes said after talking to the highways officers," I have every confidence that the county officers are trying to deliver both a quality and timely service but are constrained by and have to work within the resources they have been given. I am sure that the highways officers like myself are fully supportive of the parish council and the community in Husrtbourne Tarrant to see these traffic issues investigated and measures completed at the very earliest opportunity. I have asked them to do all they can to expedite the issues that have been raised." Cllr Hughes has also written to both the Cabinet member for the Environment and Leader of the Council so they are both fully informed of the parish councils concerns and would ask them to increase the level of resources available to the Area Director (West) Highways and Transportation. Additional resources would enable the Area Director (West) Highways and Transportation to deal with these matters without any further delays.

Andover's new Household Waste Recycling Centre (HWRC) located in Scott Close, on the Walworth Industrial Estate, will open to the public at 8:00am on Wednesday 3 December 2008. The existing Household Waste Recycling Centre at Shepherds Spring Lane will close permanently at 4:00pm on Tuesday 2 December 2008. Diversion signs will be in use to redirect users from the old HWRC to the new site once it is up and running. The new centre's opening hours will remain the same as those of the existing facility. County Councillor Robin Hughes said, "After several years of waiting, a bigger and better Household Waste Recycling Centre (HWRC) for Andover will open on Wednesday 3 December 2008. I congratulate the contractors and the county officers for completing this new facility two weeks ahead of schedule." "Local residents close to the old Shepherds Spring Lane site will no longer have to put up with cars parked nose to tail back from the old site and on to New Street and beyond."

Asked by the Chair of Governors to support the schools appeal to raise £6,500 towards a capital project costing £65,000. Cllr Hughes immediately asked the county council to support the project. Today it was confirmed that his request to the county council for a contribution to the school's project to enhance the outside learning environment for Key Stage 1 and Foundation Stage children had been successful. Cllr Hughes said "I am really pleased that I have some very good news to share. I have been informed that my request was successful and the county council will be making a £1800 contribution towards the £6500 needed." Once the remaining £4700 has been raised the county council will release the money. Cllr Hughes added, "I wish the school every success in raising the rest of the money. I am looking forward to receiving an application from the schools P.T.A so that I can consider using my County Councillors devolved budget scheme to help further in raising the money required".

County Councillor Robin Hughes said "I am delighted to have been selected again to fight the next County Council elections and for the opportunity to serve the people of Andover North. The provision of Hampshire County Council services in Andover is vital to the future of the town. Andover's education, youth and older people's services need to be improved. Years of under investment in our area is demonstrated by the woeful condition of our roads and footpaths. I am keen to continue the fight at County Hall for a fair deal for Andover."

As residents on one half of the King Arthurs Way estate celebrated the repainting of the faded 'T' parking bay markings. The other half asked, "What about us"? Contrary to the report in the local paper of the 15th August 2008 stated that the faded 'T' parking bay markings had been repainted in all of King Arthur's Way. It was only Launcelot Close and Tintagel Close that had the lines repainted. Local resident , County Councillor Robin Hughes pressed both County Council and Test Valley Borough Council officers for an explanation why it was a job, only half done. Cllr Hughes explained that having walked the parking areas of the estate it was obvious to anybody that looked that the 'T' parking bay markings needed to be refreshed on both Camelot Close and Galahad Close, Galahad Close being by far the worse of the two.
